Weekend Onramp Closure Planned For Business 80 Near Arden Fair Mall

SACRAMENTO (CBS13) — A ramp closure may change your weekend plans, but if you plan ahead the detour shouldn’t add too much strain to your drive.

Caltrans has scheduled a 55-hour closure of a Business 80 onramp near Arden Fair mall. The closure will only affect the onramp heading to Reno.

The closure will start at 10 p.m. on Friday and stretch through 5 a.m. on Monday.

Caltrans recommends drivers who want to get back on the freeway head south to Exposition Boulevard, head west until you hit northbound Highway 160, which will get merge into eastbound Business 80.

If you’re a the mall, there’s also the option of heading to the west side and taking Royale Road to a right turn on Cormorant Way, a right turn on Woolley Way, then a left turn on Silica Avenue, then a left turn to Ethan Way and a left turn at the light to Ethan Way.

There’s also the east side outlet to Ethan Way over by Best Buy, but that can jam up pretty easily.

And if you’re not too picky, just find your way out to Howe Avenue and head north. It’ll join up with Business 80 at Auburn Boulevard and you’ll completely miss the Marconi curve.

Locals Escape Smoke Indoors At Sacramento Harvest Festival, Arden Fair Mall

Sacramento (CBS13) — As firefighters make progress containing the deadly Camp Fire, hazardous haze has continued to choke much of Northern California, Friday. With kids out of school, parents weren’t the only ones packing malls to escape the bad air.

“It’s horrible. It’s so thick you can smell the smoke. Even looking out my window, I don’t wanna go out!” said Carolyn Speed as she shopped at the Arden Mall.

Even with Arden Mall’s filtered air, some shoppers kept their masks on while shopping. For others, the elevated particulate matter outside cranked up stress levels.

“I’m pretty stressed out … I canceled my plans this weekend. I was gonna go out of town,” Topaz Cuddy said.

That’s because Cuddy’s midterms are coming up, but school is out where she goes, at UC Davis. It’s just one of many local colleges that canceled classes due to the smoke.

Arden Fair officials reported a 20 percent spike in foot traffic from the same time last year.

At Cal Expo, holiday cheer filled the air at the annual Harvest Festival.

“One of them is more affected by it so I think being home was a good idea,” said Kim Stowell, referring to her daughter.

Locals escaping from the poor air quality got to explore craft stands, taste gourmet foods, and visit with Mama Claus and Eddie the Elf.

The Harvest Festival runs all weekend long at Cal Expo. For more information, visit their website.

SACRAMENTO (CBS13) — Police are investigating a shooting near the Arden Fair Mall that struck a teenage girl.

Officers said the shooting happened at an apartment building across the street from the mall Tuesday night. The victim was able to get from the apartments to the parking lot of the mall near a Best Buy.

Police said the victim is in stable condition and they are still investigating this incident.

This is a developing story. More information to come.

Security Guard Injured, 100 Juveniles Swarmed Parking Lot But No Arrests Made In Arden Fair Mall Chaos

SACRAMENTO (CBS13) — A security guard sustained facial injuries after several fights broke out inside the Arden Fair Mall Wednesday and spilled over into the parking lot.

The mall was scheduled to close early at 6 p.m. and, according to Sacramento Police, the fighting started just before closing time. Police detained 10 individuals but say as many as 100 juveniles swarmed the mall parking lot, jumping on the hoods of cars and damaging property.

Police set up a skirmish line and moved the crowd out to Arden Way where they eventually disbursed. Mike Turzios works at a mall restaurant and saw the whole thing unfold.

“It was just a melee,” Turzios said. “This has been happening every year, and every year it gets worse around this time. They were going car by car, stepping on hoods, windshields, breaking windshields, breaking rearview mirrors and just, you know, causing destruction.”

Sacramento Police already had extra officers on scene to provide additional security for the day after Christmas shoppers and were aware that similar incidents had taken place during this time in year’s past.

“Well there have been instances of that in the past,” said Linda Matthew with Sacramento Police.

“We didn’t have any arrests yesterday, however, our detectives are now looking into any video that was taken on scene at the mall,” she said.

Turzios said there were more officers at the mall than he’s ever seen before, so he’s sure they were anticipating something might happen, but it was still a shock when it actually did.

“It was a little disturbing and scary to see just how the mob mentality works,” he said.

Police say if they can identify any of the individuals on video, they will hold them accountable.

Another Large Brawl At Arden Fair Mall Forces Early Closure

SACRAMENTO (CBS13) — For the second time in three days, police were forced to break up large crowds of teenagers fighting in and outside the Arden Fair Mall.

The fighting started around 6 o’clock Saturday night when police say several hundred teenagers began surging through the mall.

“Yeah it was chaos, everybody was screaming and my manager was like nope, I’m closing these doors right now” said Shylene Barreiro who works at the mall.

Things got more intense when unsubstantiated rumors spread that someone had a gun. “There were multiple teens running around saying they had guns. Then the officer came in and said that they were closing down the mall because there were two different rival gangs over by Macy’s just fighting with each other,” said another witness who was leaving the mall.

The day after Christmas fights inside spilled outside where police say teens jumped on cars and smashed out windows.

Then word spread on social media that a repeat was planned for tonight, and it happened again.

“I was scared for my safety because I didn’t want to get trampled, shot, pushed, nothing,” Barrerio said.  The mall closed down early when the fighting started and police assisted getting shoppers out safely as they dispersed the crowds.

Police say a teenage girl was found in possession of a Taser, but no guns were found. Another teen sustained minor injuries in the fighting, but just like the day after Christmas, police did not make any arrests.

Toddler Injured At Arden Fair Mall While Trying To Escape Brawl Chaos

SACRAMENTO (CBS13) — With fights breaking out involving hundreds of teens, Arden Mall shoppers went running for the exits Saturday night. And it was during the chaos that Keyona Tiller says her 2-year-old son, T’Kai, suffered a broken leg.

“That’s where he broke it at right here,” Tiller said, pointing to the X-ray.  Tiller wasn’t there when it happened, but says T’Kai was in the arms of her sister at the time and mall officials told her they have the incident on security video.  “So she’s running with them like this, and then boom, she fell. I don’t know if she tripped, or if somebody bumped her,” she said.

After getting the call she immediately took T’Kai to the hospital.  “So we get the results back. It’s a broken leg! And I’m like, what the heck!?”

Tiller now is demanding changes. She filed a report with the hospital, the mall, and Sacramento Police.  She says the mall should be held responsible for failing to keep people safe.  “And it’s like scary because you can’t bring your family out in public to go shopping at a mall, enjoying themselves, without somebody getting hurt, somebody getting shot, somebody fighting, pulling out a gun, somebody gang banging up there.”

No guns were found last night and mall officials say they plan to meet with the mayor’s office to come up with a long term plan. Tiller says she’s already got suggestions.  “Teenagers, they need to be with they parent,” she said.  “I think they need some metal detectors.”

Sacramento Mayor Darrell Steinberg released the following statement on Twitter:

“In light of the unacceptable events of the past few days, it may be necessary to at least temporarily require that people under 18 be accompanied by a parent or guardian when visiting ⁦@ArdenFair⁩.”

Tiller says she’s looking into hiring an attorney but for now just wants to see safety improvements at the mall.

Injured Shopper Recounts Chaos At Arden Fair Mall, Asks For Extra Security

SACRAMENTO (CBS13) — Many shoppers at Arden Fair mall experienced terrifying moments after hundreds of teens stormed the mall causing fights and leaving some people badly injured.

The series of brawls happened within the last few days.  Mayor Darrell Steinberg is now recommending a ban on all unaccompanied minors as a temporary solution.

The fights forced stores to close early and shoppers to rethink how they do business.

Denise, a Sacramento shopper who did not want to be identified, stopped by the Arden Fair Mall this weekend to redeem a gift certificate, but was met with chaos and fear.

“Oh my God. Terror. Incident at Macy’s,” she screamed over a video recorded on her smartphone.

Denise was in the shoe department talking with a sales clerk when a huge swarm of teenagers came running in the store.  She took shelter inside a stockroom thinking there was an active shooter at the mall.

“They were screaming, yelling. They look like they were running in fear of their lives and what I heard was kill or killed and then the sales clerk and I looked as we were trying to process it and then we realized once everyone else just scattered,” she said.

Mall officials say the commotion was caused by several fights that were allegedly organized through social media, an incident Sacramento mayor Darrell Steinberg calls “unacceptable” and over Twitter suggesting “people under the age of 18 be accompanied by a parent or guardian when visiting the mall.”

“Well, that’s absurd. I mean, first of all. It will not happen,” said attorney Jeff Kravitz.

Kravitz said being at the mall in California is equivalent to walking on the street. Certain stores can create policies similar to the mayor’s suggestion but putting a temporary ban on the entire mall might be difficult.

“From what I understand there wasn’t any actual criminal activity taking place. If there was I’m assuming somebody might get arrested and let me tell you, I hope they are not prosecuted to the fullest extent of the law because I don’t think kids on break who might act unruly should have their lives ruined by criminal prosecution,” he said.

A two-year-old boy suffered a broken leg and Denise injured her shoulder as people ran out of the mall. Both families are urging the mayor and the mall to make changes including having extra security on the property.

Arden Fair Mall Holding Town Hall Meetings To Address Fights

SACRAMENTO (CBS13) – Two town hall meetings are being held this week at Arden Fair Mall to address the recent fights involving hundreds of teens.

The two nights of chaos and violence at Arden Fair left some people badly injured as they ran for the exits, including a 2-year-old boy who suffered a broken leg.

The town hall meetings are only for store managers and will not be open to the public. Mall officials say they plan to meet with the mayor’s office to come up with a long-term plan.

A representative for the mall issued a statement today that reads, in part:

“We will continue to work with our civic partners to develop proactive measures to provide a place for the entire community to enjoy safely.  We are currently exploring multiple short-term and long-term plans to provide such an environment.”

SACRAMENTO (CBS13) — Hassani Spears was forced to shut down his Splat Ball kiosk and leave the mall during the peak holiday rush.

“It was crazy I’m talking to my boss at the time and she’s like, ‘go ahead and close the business early lock everything up,'” Spears recalled.

He, along with the rest of the Arden Fair Mall, had to close early for safety.

“I think we could’ve made another $500 in that time,” he said.

Two brawls in three days sent workers and shoppers running, including a toddler, who broke his leg while trying to get away.

In each incident, hundreds of teens broke out into fights inside and outside the mall, swarming stores and parking lots.

“Take it to the park or go play ball or do something different,” said shopper Martha Brumfield.

Brumfield thinks keeping kids busy is one approach to solving the problem. City hall is on board with that idea.

“We’re gonna invest like never before in our young people,” said Sacramento Mayor Darrell Steinberg.

Steinberg first suggested the mall ban unaccompanied minors.

“I know there have been concerns about legality,” Steinberg said.

Now Steinberg is working with mall management to connect troubled teens with youth groups.

“The community is stepping up big time, led by health foundation to provide positive alternatives for young people,” he said.

This is not the first time Arden Fair Mall’s been rocked by fighting.

“This has been happening every year and every year it’s been getting worse around this time,” another shopper said.

That’s why Spears says it’s up to mall security and police to beef up their presence.

“You know, stuff happens,” he said.

Pop-Up Events Held For Teens Across Sacramento In Effort To Prevent More Brawls At Mall

SACRAMENTO (CBS13) —  The City of Sacramento is helping host free pop-up events across town to keep kids from getting into trouble at the mall. The events come after the two brawls at the Arden Fair Mall.

Adezha Henry is grateful for spots like the Roberts Family Center. She says the center helps keep kids, including herself, off the streets.

“We have gangs violence, all of that, and I feel like the positive impact is realizing there’s more than that and having someone who’s willing to show you there’s more than that,” Henry said.

Those positive role models entered Henry’s life at the age of seven. That’s when she began coming to the center. Ten years later, she’s an intern, helping keep her peers out of trouble.

Founder Derrell Roberts says the recipe is simple, “Love, nourishment, food, fun are key ingredients to that environment.”

FULL LIST:  Youth Pop-Up Events Scheduled To Distract Teens From Violence

He also believes he’s got the key ingredient to solving the latest unrest at the Arden Fair Mall.

“There are 14 sites citywide where people can go to, in their neighborhoods, where activists are occurring,” Roberts said.

Roberts worked with Sacramento Mayor Darrell Steinberg and Arden Fair Mall management to launch free pop up events.

From dining to dancing, 13 events were held Friday across Sacramento. Three more are scheduled for this weekend.

All are sponsored by the Sierra Health Foundation after hundreds of teenage kids on break from school broke out into brawls at the mall, forcing stores to close early during peak holiday hours.

So why would a troubled teenager attend game night instead of a Friday night at the mall?

RELATED: Sacramento Mayor Pushes Programs For Youth Involved In Arden Mall Melees

“You’re not gonna stop somebody who wants to do foolishness from doing foolishness. You’re not gonna stop somebody who wants to fight from fighting, but what you can do is provide a venue for the vast majority of kids who don’t want to do that,” Roberts said.

Roberts says he’s pushed the city to start the pop-up programs for years, knowing fights at local malls are inevitable with kids out of school for the holidays.

He believes with Measure U sales tax funding now in place, more teens will continue to benefit from connections in the community.

“You know, like, there’s kids who show up to those kinds of things just to say that they were there but they’re not actually invested into the fighting or anything like that.

As for the Arden Fair Mall, a spokesman says security and police staffing are at normal levels Friday night.

SACRAMENTO (CBS13) — Another threat of a teenage takeover has security and customers on high alert after several fights at Arden Fair Mall.

“I was shocked because I thought all that had passed,” said Sandra Woods while visiting the mall.

Two brawls in three days sent workers and shoppers running, including a toddler breaking his leg just trying to get away.

Just days later, Friday, the post was circulating on social media for a massive meet up at Arden Fair once again.

New video showed the chaos as hundreds of teens began fighting and swarming stores and parking lots.

“Pretty sad because you have to think about where you gonna go shopping now,” said Maria Edmonds of Sacramento.

She had to think twice before even stepping in just days after the attacks.

“Innocent people do get hurt and that’s a little disheartening,” she said.

The mall melees so unsettling its prompted the city to organize youth events.

Teens we spoke with at the mall say it’s a shame others are ruining nights out for them.

“I think it’s not good and it should stop and I think people should just come to the mall to spend money,” DJ Barker, a senior in high school.

And the chaos is especially bad for businesses that are being negatively affected.

“You don’t see any of those kids at the mall right now, but people are scared and that’s what I think,” said Hamed Hifezy, a worker Cellarairis mobile accessories.

The local Guardian Angels volunteers even stepped in tonight to make sure the teenage threat wasn’t followed through.

The mall had several security guards and even Sacramento Police officers patrolling just in case.

SACRAMENTO (CBS13) – Crews are working to try and cap a gas line that ruptured after a car crashed into it Wednesday morning.

The scene is near Arden Way and Heritage Lane.

Sacramento Fire officials say reported just after 7 a.m. that a car had crashed and taken out a gas line in the area. One person had to be pulled out by first responders from the car; that person has been taken to the hospital.

One lane of westbound Arden Way is open at Heritage Lane. All eastbound lanes remain blocked.

A shelter-in-place order was in effect for the area. A PG&E crew capped the leak, but authorities expect the road to be closed for several hours.

Arden Fair Mall will be opening a couple hours late at noon instead of 10 a.m. due to the incident, police say.

The driver of the car that crashed is said to be in stable condition.

SACRAMENTO (CBS13) – Arden Fair Mall is closed on Sunday in response to more possible protests after the district attorney’s decision to not charge the officers involved in Stephon Clark’s shooting.

Mall officials say they made the decision to close on Sunday at the recommendation of city officials, noting information about a “concentrated effort by protesters to gather in unsafe numbers within the mall.”

A small group of protesters started gathering at the mall Saturday night and were allowed to stay until Sunday morning.

“As a part of this community, Arden Fair respected the desires of these individuals to express themselves, but due to the high potential for unsafe numbers to gather today, we have closed the center to groups of any size,” said Arden Fair spokesperson Nathan Spradlin.

Arden Fair Mall is normally scheduled to be open from 11 a.m. to 7 p.m. on Sunday.

Stephon Clark: Protesters Shut Down Arden Fair Mall After DA Decides Not To Charge Officers In Killing

SACRAMENTO (CBS13) — No criminal charges for two Sacramento police who shot and killed Stephon Clark: that’s the long-awaited decision Sacramento County District Attorney Ann Marie Schubert announced Saturday. News of the decision prompted emotional outcry from protesters who staged a sit-in at Arden Fair mall.

Protesters gathered at the mall beginning Saturday night and continued through most of the day on Sunday, prompting a shut down of the popular shopping venue.

At one point, one protester went so far as to climb on top of the mall. But for the most part, it was a peaceful demonstration, bringing together people from all different backgrounds.

“As a Sacramento police officer hopefully I want to bridge that gap of community and police officers come together as one because that’s the only way Sacramento will become better,” one protester said.

Meanwhile, the Clark family held a press conference today, addressing the protesters and the community.

“Everything peaceful that’s done we support it but Stephon is more than just protests. Stephon is legislative change. Stephon is communities being united. Stephon is dreams being fulfilled. Not just a kid who died in his grandmother’s backyard,” Stephon’s brother, Stevante, said.

That legislative change is A-B 392. Stevante Clark says he supports the assembly bill that would limit the circumstances allowing officers to use deadly force.

He also says he wants to put politics aside, as his family plans the Stephon Clark Legacy Weekend. He announced four days of community events, leading up to March 18, marking one year since his brother’s death.

Charlotte Russe Will Close All Of Its Stores, Liquidation Sales Start Thursday

(CNN) — Charlotte Russe will close all of its stores over the next two months. The women’s clothing company joins a growing group of retailers that couldn’t survive bankruptcy.

The company didn’t want to shut down. It filed for bankruptcy protection a month ago and announced plans to close only 94 of its 512 stores nationwide. The goal was to use the bankruptcy process to shed debts and sell to a buyer who would keep it in business.

But those hopes fell apart this week when liquidator SB360 Capital Partners won the auction in bankruptcy court for Charlotte Russe’s $160 million worth of inventory, and other assets. The plan to shut down was approved Wednesday by the bankruptcy court in Delaware.

Charlotte Russe has 8 area locations:

  • Arden Fair, Sacramento
  • Westfield Galleria, Roseville
  • Palladio, Folsom
  • Vacaville Premium Outlets
  • Solano Mall, Fairfield
  • Weberstown Mall, Stockton
  • West Valley, Tracy
  • Vintage Faire Mall, Modesto

SB360, which describes itself as “one of the oldest, most experienced companies in the country conducting store closing and going out of business sales,” announced Charlotte Russe would start going out of business sales at all stores as of Thursday. The company will accept gift cards through March 21, and it will close all of its stores by of the end of April.

Charlotte Russe had 8,700 employees at the time of the filing, all but 1,400 of whom were part-time workers. It had stores in every US state except Alaska at the time of its bankruptcy filing. It also owned 10 children’s clothing stores under the Peek brand, which it acquired in 2016.

The bankruptcy court also approved a total of $559,000 in bonuses for key company executives to keep them in place during the shutdown process. Most of the company’s employees won’t be as fortunate, because severance payments are rarely paid in US bankruptcy cases.

Charlotte Russe started in San Diego in 1975. It was acquired in 2009 by private equity firm Advent International for $380 million. The company is one of a long line of brick-and-mortar retailers that have struggled and died after being acquired by private equity firms.

The deal left it with $175 million of debt that was due in 2014. That loan principal grew by $80 million in the subsequent years. The company planned to have an initial public offering that year to pay off much of that loan. But a downturn in sales postponed the IPO plans indefinitely.

Retailers often file for bankruptcy with the intention of staying in business, only to end up closing all of their stores during the bankruptcy process. That’s what happened with US operations of Toys “R” Us a year ago.

Even when retailers are able to emerge from the bankruptcy process, they often struggle and end up shutting down in relatively short order following a second bankruptcy filing. Payless ShoeSource and clothing retailer Gymboree both have followed that path to recent months.
